travel medical coverage

My sister's high school takes a trip to Europe each year taking along seniors. It is a great trip. I was wondering if the International Travel Insurance would cover medical expenses or will each student's Individual Health Insurance have to kick in if they are hospitalized for some reason. I thought you guys might have some answers.
I think it would be wise for my sister to make sure her medical insurance is good for a foreign country. Any tips or suggestions?
